EU fast-tracks sovereign military satellite network after Ukraine war

The European Union is accelerating the deployment of its IRIS² satellite constellation to secure sovereign military communications, marking a strategic shift from civilian space engineering to hardened defense infrastructure.

The European Commission and the SpaceRISE consortium signed an implementation agreement in August to expand the IRIS² satellite constellation. The project will add 66 satellites to low Earth orbit, bringing the total number in the main constellation to 348.

This multi-orbit network is scheduled to become fully operational by 2029. Until then, the bloc is relying on GOVSATCOM to pool and share existing satellite resources for secure government communications.

This rapid development reflects a fundamental shift in how the continent views space assets. Satellites are no longer seen primarily as tools for weather forecasting or civilian telecommunications, but as critical military infrastructure.

Major Callum Gaskell noted in a Royal United Service Institute column that the conflict has altered the nature of combat. "The scale and character of space capabilities employed in Ukraine mark a step change in space-enabled warfare," he wrote.

These assets now enable intelligence gathering, drone operations, and secure battlefield coordination under intense electronic warfare. Gaskell added that "ISR [Intelligence, Surveillance and Reconnaissance] satellites combined with GPS guided munitions have allowed Ukraine to locate, identify and strike Russian assets, including those deep within Russian territory."

European Commission spokesperson Thomas Regnier emphasized that this infrastructure is vital for the bloc's future autonomy. "The Commission recognises the strategic importance of a sovereign, secure and robust European satellite connectivity capability for the EU's resilience and autonomy, hence the very fast development of IRIS² supported by the co-legislators," he said.

Regnier explained the interim system is built to integrate commercial space companies directly into the defense supply chain. "GOVSATCOM is designed to provide secure and resilient satellite communication capabilities by pooling and sharing existing satellite resources from various member states and private operators," he noted.

This reliance on sovereign infrastructure aims to reduce the continent's vulnerability to external disruptions. By securing its own multi-orbit constellation, the EU is protecting the digital and physical supply chains that underpin its broader economy and critical national services.

Europe has historically been a major space power, launching its first satellite in 1965 and building a strong reputation in engineering. The Ariane 5 launcher set a global benchmark for reliability with 82 consecutive successful missions between 2003 and 2017.

More recently, the Ariane 5 carried the James Webb Space Telescope into its transfer orbit in 2021. The European Space Agency described that mission as a precise launch, highlighting the technical foundation upon which this new defense strategy is being built.
