BBC faces funding reckoning as licence fee base shrinks

The BBC has warned of an "existential threat" to its future after its annual report revealed an accelerating decline in the television licence base that funds the broadcaster.

The BBC lost 539,000 TV licences last year, part of a five-year decline that has seen the total pool shrink from 25.3 million to 23.3 million. Newly appointed director general Matt Brittin said the traditional licence fee model "ties us to the past" and places the broadcaster in a "moment of real jeopardy".

The British government must decide on a new funding model before the BBC's royal charter expires in December 2027. Culture Secretary Lisa Nandy described the financial situation as an "existential threat", stating that ministers are evaluating a "range of options" but have found "no easy solutions".

The funding uncertainty coincides with a turbulent period for the corporation's reputation. Brittin acknowledged "significant, high-profile editorial failings" over the past year, including controversies surrounding two Gaza documentaries and a Panorama edit of a speech by Donald Trump that triggered a lawsuit and the resignations of the previous director general and news chief.

BBC chairman Samir Shah warned that audiences care deeply about these mistakes. "They affect confidence in our journalism, trust in the BBC as a public institution, and perceptions about how effectively we are held to account," he wrote in the report.

The annual report also detailed the corporation's shifting wage bill for top talent. DJ Scott Mills was the highest-paid direct employee at £745,000 before his sacking in March over historical sexual offence allegations, for which he was not charged. The departure of Gary Lineker and Zoe Ball from flagship shows has reduced top-line salary costs, with Lineker's £1.3m Match of the Day role split among three presenters earning a combined £840,000.

Internal workplace culture remains under scrutiny, with formal bullying and harassment complaints rising to 53 cases alongside three sexual harassment grievances. The BBC attributed the increase to an expected surge in reporting following an independent review of its workplace culture published in April.

Despite these internal and financial pressures, the BBC remains the UK's most used media brand, reaching 81% of adults weekly. However, sustaining that reach without a stable funding mechanism is the central challenge facing Brittin's leadership.
